Non-Structural Flood Loss Reduction Programs
The following programs can be used to relocate homes and businesses, create riverside trail and greenways, or restore floodplain habitat.
Hazard Mitigation Grant Program – The Hazard Mitigation Grant Program provides 75 percent of the cost of elevation, acquisition, and relocation after floods. Funding for the FEMA program is 15 percent of the total appropriation for a specific disaster, less administrative costs. Each state is responsible for identifying projects. Call 202-646-4621.
Flood Mitigation Assistance – Federal Emergency Management Agency provides $20 million annually to relocate or acquire floodplain structures before floods. Local sponsors must provide 25 percent of the cost of projects. Funding is also available for planning grants and technical assistance. Call 202-646-4621.
Community Development Block Grant – Department of Housing and Urban Development grants can be used for property acquisition and relocation of flood-prone homes. No cost-sharing is required but are allocated in accordance with a formula. Call 202-708-1577.
HOME Investment Partnerships Program – The Department of Housing and Urban Development's Home program provides local government permanent and transitional housing, and funds can be used to frequently flooded homes. Call 202-708-2685.
HUD Disaster Recovery Program – The Department of Housing and Urban Development's Disaster Recovery Program can be used to fill gaps in disaster recovery efforts, including land acquisition and relocation of frequently flooded homes. No cost-share is required. Call 202-708-2685.
Land Acquisition – U.S. Fish and Wildlife Service buys easements and land for addition to the national wildlife refuge system. No cost-sharing is required. Call 703-358-1713.
Post-Disaster Economic Recovery Program – Department of Commerce Economic Development Administration's program provides grants for planning and technical assistance, and provides low-interest loans for a wide range of disaster-recovery activities, including relocation of frequently flooded homes. Physical Disaster Loans – The Small Business Administration makes low-interest loans to restore wetlands and relocate non-farm structures. Call 202-205-6734.
Emergency Watershed Protection Program – Natural Resources Conservation Service provides assistance to flood-prone landowners, including easements and funds to set back levees. No cost-share is required. Call 202-690-0848.
Wetlands Reserve Program – The U.S. Department of Agriculture Natural Resources Conservation Service purchases easements from frequently flooded landowners to restore wetlands and floodplain habitat. 202-690-0848.
Conservation Reserve Program – A voluntary program administered by the U.S. Department of Agriculture that offers annual rental payments, incentive payments for certain activities, and cost-share assistance to establish soil-conserving vegetation on eligible cropland. Program funds can be used to retire floodplain land. Call 202-720-6221.
Rivers and Trails Program – Planners, landscape architects, and communication specialists with theNational Park Service work with government officials and citizens groups to develop projects to manage and conserve river and trail corridors. Call 202-565-1175.
Floodplain Management Services Program – the Corps of Engineers provides technical assistance and general planning guidance for a wide range of remedial measures, including non-structural solutions. No cost-share is required. Call 202-761-0660.
P.L. 84-99 Program – Funding which is set aside to repair damaged levees by the Corps of Engineers can also be used to acquire the flooded land protected by the levee. Call 202-761-0660.
Transportation Enhancement Program – Department of Transportation funds provided for non-traditional, community-oriented projects which exceed traditional highway mitigation, including the renovation of historic railroad stations, historic acquisitions, and riverside trails. Call 202-366-2065.
Conservation Contracts – In order to forgive debt from farm loan programs, the Farm Service Agency will reduce debt in exchange for an agreement to conserve wetlands and other floodplain habitats. Call 202-720-1976.
Section 319 Grants – The Environmental Protection Agency awards grants to fund non-structural activities that reduce polluted runoff, including floodplain restoration. Call 202-260-7088
Clean Water State Revolving Funds – the Environmental Protection Agency makes below market loans to upgrade wastewater treatment plants, including the relocation of plants damaged by flooding. Each state has a designated revolving fund agency to which interested parties must apply. Call 202-260-7359.
Drinking Water State Revolving Fund – Environmental Protection Agency will make loans and below-market interest rates for the relocation of drinking water systems damaged by flooding. Nocost-sharing is required but funds are allocated by state agency. Call 202-260-7359.
Section 206 Program – The Corps of Engineers can restore aquatic habitat, including floodplain habitat. Non-federal interests must contribute 35 percent of the cost of project construction and 100 percent of the maintenance costs. Call 202-761-8532.
Partners for Fish and Wildlife – The U.S. Fish and Wildlife Service works with private landowners to restore wetlands and riparian habitat on private land. The cost-share is negotiated. Call 703-358-2201.
Section 1135 Program – The Corps of Engineers will restore wetlands and floodplain habitat previously impacted by a Corps project. Funds could be used to realign a Corps levee to restore floodplain habitat. Local sponsors are required to provide 25 percent of project costs, but in-kind contributions may count for 80 percent of the local share. Call 202-761-8532.
Stewardship Incentive Program - U.S. Forest Service provides grants to private landowners to establish andmaintain buffers and other conservation objectives. Call state forestry office.
Wildlife Habitat Incentives Program – Natural Resources Conservation Service provides technical and financial assistance to private landowners seeking to develop and improve wildlife habitat on their property. Call 202-720-1067.
Wetland Protection Development Grants – Environmental Protection Agency provides grants to develop or enhance wetlands. Call 202-260-5084.
Fish and Wildlife Foundation Challenge Grants – National Fish and Wildlife Foundation provides grants to foster cooperative partnerships which conserve fish, wildlife and plant resources. Call 202-857-0166.
North American Waterfowl Management Plan – Department of the Interior provides grants to restore waterfowl populations through habitat conservation. Call 703-358-1784.
North American Wetlands Conservation Fund – Department of the Interior provides grants to encourage public-private partnerships to conserve wetlands for migratory birds and other wildlife. Call 703-358-1784.
Environmental Quality Incentives Programs – U.S. Department of Agriculture provides cost-share, technical and educational assistance to farmers implementing conservation practices. Call 202-690-0848. Federal Aid in Wildlife Restoration – U.S. Fish and Wildlife Service administers grant program to restore wild birds and mammals by acquiring, developing and managing habitat. Grants are also made for hunter education and the development and management of shooting ranges. Call 703-358-2156.
